Caller ID says "Harris County"

Has anyone ever received a phone call with the caller ID "Harris County"? The actual phone number they called from is a Harris County Sheriff's Dept Phone Number (346-286-26**). I didn't answer and they didn't leave a voice mail. I used a reverse number lookup (Spy Dialer) that will let you hear that numbers voice mail or who ever answers the phone and a Sgt with HSCO answered. I haven't done anything wrong and don't know why they would be calling me, but my daughter said scammers will spoof real numbers to try to scam you out of money.
