Buying used car from dealership

I'm looking to buy a used car for the first time in the US, and confused by what I am being told by the dealership over the phone. I'm planning to go test drive tomorrow, but wanted to get an understanding of what the norm is in terms of what I can ask for vs. what I have to accept as part of purchasing a car in Houston, and any other fees I should look out for.

I called Easy Honda about a ~$9.9k used car listed on their website. They told me that they have not done any inspections on the car and that the website price (+6.25% tax+$300) is assuming that I buy the car as is. (They also said that none of their used cars have been inspected). If I wanted to get the car inspected, I have to commit to paying whatever repairs they decide is necessary through the inspection, which can range from $2000 to $4000. I was also told that I couldn't take it to an independent mechanic to have it inspected on my own.

Is this normal? While I can check the car's service history on Carfax, it seems strange that I have no way of knowing the car's current condition before purchase. Are there other fees that I should watch out for? Are there any tips on negotiating the listed price / not be tricked into paying more than I need to? Thanks in advance!
