Broken Pipes at Apartment, management wont fix, can I report to the city?

To keep it short, my plumbing in my complex is super old, rusty and broken. I've pulled out dirt and plant roots from my pipes with a drain snake, but the apartment complex "cant find" anything so they're not addressing the issue. I'm so tired of the water always coming out nasty, or backflowing into my sink. Plus if a pipe is broken and leaking into the ground that's got to be raising the water bill for the residents!

Is this something I can report to the city? If so, what department? My guess is here: https://houstontx.gov/housing/complaints.html but please let me know if I'm wrong.
