Border question. Is Nuevo Progreso similar to Tijuana?

I used to live in San Diego and I go to Tijuana every single weekend. Felt super safe. I visited Laredo once and it was really scary. I just want to know if Nuevo Progreso is similar to Tijuana (where all American people go to) or more like Laredo, where you barely see American people and the town is really poor. Thanks!
