Benches by City Hall moved?

Does anyone know why the benches in Hermann Square by City Hall were moved? They used to be on the other side of the walkway next to the gravel, facing the grass/reflection pool. My only guess is that it’s an anti-homeless thing. It just seems so random to flip them.
