Bat Infestation

After taking my dog out early in the morning before sunrise I found out what the “musty” smell around my and a few other adjacent apartment buildings must be coming from. Every morning there are literal swarms of bats coming in and out of large “vents” on the top floor of the buildings. These swarms are HUGE too, ever seen the bats under the bridge in Austin? That size.

Apartment management refuses to do anything about this. Is there any sort of health enforcement agency in Houston I can report this to? (Health department maybe?). I have multiple videos of the swarms of the bats.
