Banks that will cash savings bonds without an account?

I have a couple of small EE savings bonds that I need to cash. Are there any banks in town that will redeem them if you don't have an account open with them? I only have accounts with USAA, which doesn't have any branches in Houston. Chase used to do it, but apparently they recently stopped. It's getting pretty rare for banks to do it unless you've got an account open with them, but maybe someone here's had some luck. I'd rather go this route than take the longer TreasuryDirect option if it's possible. Thanks!
