Bad Smell in Pasadena

Is there any reason for the bad smell right now in Pasadena? My apartment stinks I worriedly stepped outside thinking maybe a gas leak and bam! The smell is stronger and worse.

Edit: called city hall they said Baytown had a leak that was given the all clear, but the rain and wind is pushing the smell around town.
