Auto Insurance Help

Hello, is $209 a month a good rate for a 20 year old male, no prior driving history, no Texas driver's license (have an intl one), and no prior auto insurance? Online websites quoted me $300 or up to $400 and this was the best rate I could get via phone. Just want to make sure I'm not getting screwed more than necessary. First month will be $338, the rest 209 for five months. They said monthly amount can go down to 140-160 in six months if I establish history with no accidents. I have no parents in this state to cosign with a plan so that's out of question.
