Where can I take college language classes without registering as a student?

I’m interested in taking community or continuing education courses at a college/university. I know rice does continuing education classes for language, does anyone know if UH or HCC allow non-students to register? I just want to take an evening course a semester or so, not interested in a degree. Also want it to be in person, not virtual. Can anyone point me in the direction for more info?

Advice on buying/owning moped in Houston?

Hi! I’m thinking of buying a moped, but have no idea where to start. I live near downtown and am looking for a cheap & convenient form of trasport that’s a little easier than a bike. I do not need to take it on the interstate. Please let me know if you have ever had one and have any advice! Specifically I’m wondering:

Any big pros/cons I should be aware of?
Price range for new vs used?
Good brands to look for/brands or red flags to avoid
Places to buy?
Licenses needed
Expected maintenance
Expected resell value

Also open to any other ideas. Thanks.
