Last week I got a ticket for not having a front license plate. The website says

Submit a photograph reflecting the license plate(s) affixed to the vehicle along with payment of the $10 administrative fee (check/money order payable to: City of Houston). If the proof submitted is sufficient and the $10 fee is paid, your case will be dismissed.

However, I don't know where to submit the photograph. I go to MUNICIPAL COURTS website and there is no submit feature. I would like to ask if I have to mail with photograph + $10 or go directly to MUNICIPAL COURTS to submit. And after submitting, do I need to appear in court at the specified date?
