If you are going to make an art car, how do you know what mods are street legal? What if you just want to paint pictures on your car, is there anything that's NOT legal?

I've looked on the city website, and called the art car museum (closed until Wednesday) but haven't quite found the guidelines I'm looking for. Thanks for your time!
