(Hope this is the right place to ask. Lemme know if there's a better subreddit)

I was looking through Google Maps, and saw something interesting in the satellite images for George Bush Intercontinental - IAH. Between the two north-most runways there are some service roads, but there are two that go underneath the taxiway (one each on the east/west side). They have two lanes, but only one is used or even connected. Was this meant to be a highway at some point to run through the airfield for public vehicle traffic? I guess this by the fact that there are two lanes each, they have wider curves suggesting higher speed, and they line up with each other suggesting they would have been connected. If there was such a plan, it appears it was abandoned and reused for service vehicle traffic.

I haven't found any news articles or sites relating any info to this. The most I've found is from Google Earth historical images. They were completed in 2004 and immediately connected to the other service roads, but only one lane each. I looked at DFW's layout to compare, and they do have public roads that run underneath taxiways, but service roads just run at surface level. Does anyone have knowledge of this topic? This is mostly just a nagging curiosity. Thanks for any help.

Both line up with each other
