Why does Houston have so many loaded up pickup trucks that drop things on the highway?

Coming from Europe initially, it was shocking seeing all of these pickup trucks stacked to the brim of mattresses, construction materials, etc, tied by a rope and while also having s**t flying from the beds and onto the highway. I never saw that until I moved here. But I have lived in other cities in the U.S. (NY, DC, LA) and Houston still seems the only place it feel commonplace. What’s that all about? I have to drive on 59 every day and between the crazy Altimas weaving in and out of traffic with their paper plates flapping about, debris, littering pickup trucks, pollution, pickup beds overloaded, gritty and constantly under construction highway yet this place sometimes reminds me of a war zone.
