I have been living in Houston for about 1.5 years and I’ve seen more stray/loose dogs and cats here than I’ve ever seen in my entire life. Why do some Houstonians don’t leash their dogs? Why’s the leash law not enforced here? Houston feels like a third world country. 😐

I have been reporting a stray pitbull mix in my neighborhood for literally over a year now and Harris County Animal Control still didn’t catch it. Every time they come they say “we couldn’t catch it because it runs away from us” or “we couldn’t find it” even though the dog is 24/7 at the front yard of the address that I gave them. Last time I contacted them they said they won’t be sending officers over anymore because “it’s being fed by multiple neighbors”. I asked them to set a dog trap and was told that they can only place it at my house, however, that stray dog never comes by my house. If they can’t/won’t catch a stray dog, who will? Isn’t that their job? The dog chased me on multiple occasions while I was biking with my 4yo niece. Neighbors won’t stop feeding it even though they were issued a citation according to Animal Control. They don’t have little kids or elderly people living with them so they don’t care. What can I do now? Can I sue Animal Control for failing to do their job? I started recording them every time I called to report the dog so that if it attacks me again and I end up having to shoot it, I have a proof that I’ve reporting the dog for over a year with absolutely zero help from them.
