How expensive would be health costs for my parents if they use Harris Health, Gold Card benefits?

Recently I moved to Houston from NY and I get good health care from my company. My parents were thinking whether they should move to Houston, but there are worries about what their health care situation would look like.

My dad is 59 and mom is 49. They both currently get free health care in NY through Medicaid. Their income is less than $21k per year. I read that Texas Medicaid requirements are much more strict and they would not be able to get it because they are not over 65 or do not have a dependent to take care of. Is that correct? So, I learned about the Harris Health System, which they would be able to get.

So I entered their income information in the Eligibility Calculator section of the harrishealth website, and it shows very affordable prices, but there is a concern about prescription costs as it says:

The amount you pay for your prescriptions will be charged per the traditional Medicare Part-D plan. If you do not have Medicare Part-D, you will have to pay full price for all prescriptions.

Do you know what the above means? Does it mean they have to pay full price for prescriptions because they don’t have Medicare? If any of you are familiar with a similar situation or have parents with a low income that use the Harris Health System, can you please share your knowledge about how expensive their health care costs is? Any helpful advice would be greatly appreciated.
