Is there any effort being made in Houston to get rid of all the surface parking?

Like, I don’t get it. Houston is a pretty wealthy city, downtown properties should be worth a lot of money. But 50% of Houston’s downtown is surface parking lots, not even multi-level parking garages or underground parking. Why doesn’t anyone just buy the (mostly empty) surface parking lots and build housing or something else on top of it? I have looked at rents and apartment prices in Houston and it is expensive AF, so there seems to be a shortage of decent housing near downtown. Is it somehow forbidden to build something on surface parking lots or why does no one do it?
