My camera system gets license plates, and I've noticed that sometimes there are vehicles with the exact same paper plate. How can this be? They must be fake right?

Two of the cars with the same plates were parked down the street. 2 cars on the same road, identical plate. I called HPD, they came, looked, and left.

They told me that there is nothing they can do. They can't take the plate, all they can do is inform the driver the plate isn't real. I went down to the station, and the sergeant said they don't have authority to act on this. What?

Am I going crazy here? Some examples

They all omit the make and year, and these are not just being used for a while, these are these peoples permanent solutions, they drive past all the time, all with the same plate that's been on for months

This is just the ones I've noticed, and going past my house. Imagine the the amount of these on the road. You bet they have insurance?
