As the title says, we were at an Astros game in the 400s and an adult white male seemingly collapsed and was getting CPR until he was carried away.

It was quite the shocking scene because the game wasn't stopped or anything (which I understand it would have probably caused a panic or something).

My mom rents a house on Copperfield Place. On 28OCT2021 the fence blew over and it has all but fallen over onto my mom's yard. I called the Property Management company and they say that the fence "does not belong to our side" so its the neighbors responsibility to fix it. The property management company said that they will send a letter to the neighbors address for them to fix it. They refused to provide us with a copy of the letter.

I asked them also if there's any sort of legal proof that we can have that shows that the fence is on their side and they said that no, that the only way to know who owns the fence is to see where the pickets are, is this true? If so, there's actually pickets on our side so I really don't know what to do.

Here's the issue, how I ACTUALLY know whose responsibility is to fix the fence? If it is our/the Property Management's Responsibility, how do I get them to fix it? If it is the neighbours', how do I get them to fix it in an expedite fashion? If the responsibility is shared, what happens then?

I just want to take care of this so that my mom doesn't have a fence fallen over her yard. I just have a bad feeling that the Property Management company is saying is not their issue so that they don't have to pay to have it fixed and it is just gonna sit like that until the neighbor decides that it's time to fix it.
