I know this isn’t the only road suffering from this, but why is West Road so broken up into disconnected segments? Why can’t it be built into a contiguous stretch of road?

I got a quote from Pella windows yesterday. The guy said their showroom is on West Rd. I told him I know where Fry’s is on West Rd. Turns out “you can’t get there from here” when it comes to West Rd. From Beltway West, it stays one continuous stretch going West (ha!), but from 45N it’s just a bunch of broken short segments. What gives?
