Nonresidential construction crew working at 4am – how do I file a complaint without getting the workers themselves in trouble?

They are building a storage facility two lots down from my rented home. The lot is adjacent to several occupied houses and a gas station. Today (Monday) they started at 3:42am; I have noted two other dates in July they started around the same time although there have been other times since then. My understanding is that non municipal construction in the city can only occur between the hours of 7am and 10pm.

I have filed a noise complaint in the past, but then the police get involved and it takes them hours to arrive anyway, and all they do is tell them to not do it again. I have contacted the Houston Permitting Center who just told me to file a noise complaint. I have called the number on the building permit and the person who picked up told me they only handled permits, not the construction of the building.

Is there some sort of licensing board or something I can contact? I don’t want to get the workers themselves in trouble — I want whichever supervisor decides what time their workday starts to be told this is wrong. These workers should not have to wake up this early for construction that is inessential to city infrastructure (I obv understand that the city employs workers who work overnight on highways and such). Plus I’m sick and tired of being woken up this early by this noise.
