My mom has hit hard times recently, and keeps saying she needs to Lord of the Streets church in downtown for something called a homeless letter?

I keep Googling it hoping I can find somewhere closer, but no dice. As in, the letter may have different name and all she knows it as is a homeless letter. Do any of you know what she means, and if there's any other place not in midtown I can take her to get this letter? She needs it before she meets up with this place for shelter. Right now she's just been couch surfing between my place and her friends place in Alvin. My apartment is much too small for her and I so we need to find somewhere safe for her to go soon, especially with the pandemic. Any ideas?
