North Houston, stray dogs, animal hoarders, it bothers me more than homeless.
So I have been just north of the Heights for a few months. It’s a heavily Hispanic populated area, and low income.
I notice a lot of homeless but essentially I feel if you’re a human you can fend for yourself.
So although it’s a lot to see it doesn’t get under my skin.
However the loose animals roaming here, is horrendous. Everyone seems to have a gate but feels their dogs have to roam? Why is that? Keep them in your yard.
I found out closeby neighbors are a animal hoarder and allows his dogs to breed freely. I mentioned Hispanic area, this dude is actually white.
The puppies roam…one got hit and he left it on the road. I had asked requested him to come out and move the body at least but he wouldn’t acknowledge, I moved it later on. It’s still on the side/on the grass.
His other dog is full grown and got hit by a car, no vet care…the broken paw is now set at an angle and he limps. Since he roams it will only be a matter of time until he can’t outrun a car, he can no longer run.
I asked if he was able to take it to a vet, I was going to see if we could have at least see how much it costs..to have it cleaned/set. He said he did. I believed him at the time.
Later I found it, he didn’t.
I was able to save one of the puppies that was roaming and have given it med attention and in process of fostering but I can’t take the full batch.

He doesn’t have a kennel license, he shouldn’t have more than 4 dogs.
Is there anything I can do? I feel if I contact animal control they’ll just euthanize the whole bunch.
And can anyone please answer why people here allow the “roaming” I’ve only understood that concept in the country and if they even live near a HWY its frowned upon.
