Lady harassing people walking dogs in public property in front of her house. Need some input on how to handle this properly.

There is a lady in our neighborhood (let’s call her Karen) that owns a house in the corner of a street next to the railroad. Karen recently moved into the area (maybe 2-3yrs) but as I noticed in the past couple of years, she started putting up signs like “Dogs not allowed”, “Private Property” etc in the area that is clearly not hers. Over time I noticed the signs keep creeping forward. As far as I can tell and verified from this city website to see property lines (https://arcweb.hcad.org/parcelviewer/), her property ends at the sidewalk and the rest is either public property or Southern Pacific Railroad Company property. She harasses and threatens anyone that walks their dog anywhere near that area. What is the best course of action here? Who should I reach to?

I tried to talk to her the first couple time she threatened me, but because of her hostility, I had to just walk away. I tried to get clarification on where her property ends so that I can stay out of it (if it is truly her property) but she kept claiming all that area to be hers and she bought that patch of land separate from the house etc which all sounded bull to me because the section she is claiming includes the rain water ditches, street sign and sidewalk which are obviously public property. As someone suggested she might be trying to claim adverse possession but am not sure if that law applies here.

So, I want to try and get a peaceful resolution so that so many people and dogs don’t suffer for her selfishness. Trying to talk to her didn’t work (I will keep an open mind though). What else can I do?
