This is within in the loop in Houston tonight. At my apartment complex, a neighbor has their dog outside on their upstairs concrete-floor balcony with no shelter, food/water, or blanket.

I had read about the Safe Outdoor Doors Act, but I'm unsure if it's not cold enough for this to call in.

Times are tough and all, I get that, but this dog is barking a lot, I see no observable activity in the apartment, and this has been an ongoing habit of that neighbor.
