Does Houston Housing Authority own the property when they create PFC?

After an abrupt (and messy) change in management companies, I was curious to see who actually owned a particular apartment complex. After looking on HCAD, I saw that instead of the old out of state LLC that used to own it, for the last year, it’s been showing up as a PFC (Public Facility Corporation) and the address for it the Houston Housing Authority. I dug around a little more and sure enough, last year the HHA authorized the creation of the PFC that bare’s the apartment’s name…

Does this mean that the HHA bought this apartment complex and hires a third party management company to run it or does the original owners still own it, the HHA controls, and the management company runs it? Any experts care to chime in?
