It happened at around 5 PM. The guy was wearing some kind of cloak/robe and round sunglasses (pretty badass, in my opinion). Anyway, some people on rented bicycles were following him around and heckling him. Then the guy yelled, "If you don't stop harassing me, I'll call the police!" That was enough to make them go away. He went in another direction and I don't know what happened after that.
