I live near here and see people getting pulled over all day every day from cops hidden on side streets or parked in the median.

There is absolutely nothing special about this stretch of road other than the fact that it's directly next to the main HPD station and the speed limit is about 10mph lower than it feels like it should be so people get heavy feet.

HPD takes advantage of this and uses this stretch of Washington as an easy revenue stream instead of, oh I don't know, venturing out further than 500 feet from their station and ticketing people on dangerous roads where there would actually be a public safety benefit to making sure people go slower.

GO 30MPH OR YOU WILL BE PULLED OVER.
