ATV’s on the streets

Every weekend I see large groups of people riding through Houston in their ATV’s- taking over roads & doing wheelies amongst other douchey things. I thought ATV’s were only allowed on roads with a speed limit of 35mph & under. Does HPD do anything in this city besides block off roads for events?
