AT&T Fiber Question

I've recently moved from Virginia down to Houston and we're in the Cypress area. I was pretty excited to see fiber Internet was available here since in chunks of VA the cable cannot be run in some historical districts that we lived in.

That said, is it common for there to be outages once a week for upwards of 24 hours due to cables being cut? We've noticed the infrastructure here is a bit less reliable than Virginia and the constant outages are getting old quick.
