Ask for a second opinion for cancer treatmetn?

My brother has late tumor mass cancer somewhere around the neck (I think) and current at Thomas Jefferson hospital \. The doctors said he must do a tracheostomy is it possible that Anderson hospital able to find treatment without going through a tracheostomy?
