Art car parade

This is my first year in houston and I want to see the art car festivities today. I know the parade and stuff will be going on most of the day. What I'm wondering is if there will be any beer gardens or stalls set up along allen parkway or heights Blvd. Thanks in advance for any info anyone can give me!
