Are these prices reasonable? What are some cheaper energy options?

I've been with green mountain energy for 5 years. The first 3 years at my first apartment, my energy bill would range from $40-$90.

Once I moved to another apartment complex it shot up to $130-$250. This jump is ridiculous. They said I couldn't get the same rates.

I feel as if these rates are too high. My bill doesn't even change when I don't use the ac all month. Are these prices the norm? And do yall know of any cheaper options?
