Are there vaccine mandates for restaurants in Houston?

All being well I hope to visit my girlfriend in Houston this month.

I'm from the UK and while I understand Americans have a vaccination card, here we use an app with a QR code to prove vaccination status.

Will I be able to eat at restaurants?
