Are there stores that allow re-fill of non food items in personal containers?

I was surprised to read in a different subreddit that this person goes to a local store with a bottle to re-fill shampoo. Is there such a thing in Houston?

Also does anyone bring their own containers to buy bulk food or just use the plastics provided by the store?
