Are there any dealers that offer the IRS used EV tax credit transfer at point-of-sale?

For reference, I'm located in North Houston. I'm looking around for a used Bolt EV or EUV, but every time I inquire about a potential tax credit, the car is either not eligible (i.e. more than one previous owner) or that particular dealer isn't registered to be able to accept a credit transfer, thus making it not as enticing of a deal anymore. I would have to do the transfer since I have basically no use for the tax credit at tax time.
