Are the Remaining Jester Prison Units in Richmond Closing Down?

The Jester 1 Unit shut down in 2020, and a lot of the surrounding land has been sold off for Harvent Green Phase 2, Indigo, and an elementary school. Does anyone know what the future plans are for the other Jester units? Will the units be closed and that land sold, or will the prison remain in operation?
