Are Steel wheels/hubcaps safe from wheel thieves in Houston?

I'm going to be looking for a new car and am debating between getting the package that comes with alloy wheels or the one that comes with steel wheels/hubcaps. If I had a private garage, the choice would easily be alloy wheels but over the last 5 years I've seen 4 of my neighbors get a nice new car with factory rims and then a week later the poor thing is sitting on cinder blocks so I'm debating which way to go. I was just curious if steel wheels are mostly safe from thieves or even those get stolen?
