Are red light cameras legal in Texas?

I live in the Richmond area. People are always doing construction work around here and everything is fairly new. There are also red light cameras at almost every intersection. I was under the impression that red light cameras were illegal now. Are they just there but don’t work or is Richmond still under contract?
