Are railroad crossing lights coordinated with traffic signals?

I'm new to the city and still getting familiar driving around. Earlier this evening, I forced a left turn because the traffic signal was green. But the railroad crossing lights flashed as I was about 30 feet approaching the intersection. Barely made it before the gates lowered. Are the railroad crossing warnings supposed to be coordinated with the traffic signals?
