Are Houston Property Taxes Really Low?

I am looking at properties in Houston on Zillow and property taxes seem really low as if there is an error. Houston is the only place where I noticed this across almost every property.

Are property taxes actually low, or is there a reason that makes them seem low on Zillow? I'm looking at a property with $58 per year property tax and I'm just confused.
