Apt stairs not properly bolted. Is this legal?

I just moved to a new apt and discovered every flight of exterior stairs on my building is missing the top bolt that braces the stairs to the next landing. There's no way this is up to code, right?! Property manager said she "honestly doesn't know if the property managent / leasing company plans to fix this." What are the next steps I should take to ensure our building and neighbors' safety?
