Apartment temperature

Just curious if this is normal. I know it’s HOT right now In Houston but my apartments temperature is getting up to 84 during the day when it’s set at 72. I know I live on the third floor and heat rises, but this seems kind of ridiculous. Had Maitnence come out and they say “everything’s fine”. It doesn’t really “cool down” till 3-4 and that’s only to 75-ish. What do y’all think?
