Apartment complexes using units as AirBnBs

I get that's it's their property and they can do what they want, but who can I complain to? Can I write to the city, mayor, representative, local news station? Where do I start. Is anyone else going through this?

The AirBnB visitors are loud, drunk, up all times of night, don't care about the property/messy, harassing me. I've already complained to the landlord and plan on moving. However, I've been looking at apartments and seeing the google reviews and a lot of places are basically turning the apartments into hotels. Every week it's different groups of people coming through. I only recognize a few familiar faces that are leasers. Why are landlords doing this? can they not find enough renters? I also saw on reviews that some landlords and real estate agents are lying when asked if the property is used as AirBnBs.
