Anyone know what’s up with the ladies with babies selling flowers roadside?

I keep seeing what I would guess are Central American women on street corners selling flowers with a baby/toddler in a stroller. It seems like surely selling flowers wouldn't make enough to be worthwhile, but ID- it's just strange how many there are that fit the same description and I feel bad for the kids being under-stimulated for hours. What is the deal?
