Anyone know what this is about?

Yesterday on the way home I saw this work truck + trailer with this weird teddy bear on the back and was very confused as to what it was about. This is not the first time I’ve seen a teddy bear on a work vehicle in Houston – a few weeks ago I saw a box truck with a small, mangled, white teddy bear tied to the grill and I was again, confused. Does anybody know what this is about?
