Anyone get a TX licence for an RV and can help with the process?

We dont have an RV but want to rent one and dont have a licence. I want to get a Class A. The process is confusing. Do I need to submit an application first? Also, I believe the last step is taking a driving test. How do I take the driving test when I dont have an RV and can't rent an RV because I dont have a license? Seems like a catch 22.
