Anyone filled a complaint on a cop working security gig?

Just looking for some info, had a really weird unnecessary interaction with an L Williams in the middle of Louisiana street at Glorias, dude was walking into the street flashing lights causing ppl to stop, when I flash my high beams he walks in front of my car and starts screaming/cussing at me on some dumb s**t, when I asked for his name is and badge number he refused He was HPD I'm wondering if it's worth the time to file the complaint. He also refused to give me his name and badge number which is against HPD department policy. I just noted it in my note page. If he's like that during a security gig imagine how he's like when he pulls someone over.
