Anyone familiar with Harris county building permits?

We live in Spring, just south of 99 and 249. So we are in the unincorporated area of Harris co. We have a very long single car driveway, which goes though a gate and fans out to our 3 car detached garage. We want to widen it near the garage. Add 10 feet to the side between the house and current drive, but all inside of our gated courtyard. We’ve had 2 contractors out for bids, and both have said since this addition is not in the right of way at the curb, that we don’t need a permit. But our very bossy HOA thinks we do. We will inquire with the permit office of course, but I like to go into these discussions informed. Also don’t want to have the permitting office on our backs if not necessary. I’ve read the permit website a million times….to me it reads that for driveway extensions you do not need a permit (provided it’s not in the right of way)but for paving you do.
