Anyone else see cars with paper tags over actual metal plates around town?

I've seen it quite a few times in my neck of the woods (EAST East side) and have no idea what the deal is. Two different cars in the last couple of days with paper plates taped over metal ones. I've seen this a few times driving around other parts of town as well. What's the deal?
